The realization of the Program for monitoring, evaluation and analysis of the impact of the Danube backwater on the embankment caused by the construction and the work of HPP "Djerdap I" and HPP "Djerdap II" is of the greatest significance. Mentioned Program is multidisciplinary and consists of nine particular programs, which comprise specific aspects of the impact of the reservoir backwater on the embankment (Figure 1). The complete program for monitoring, evaluation and analysis of the impact of the backwater was designed at the Institute "Jaroslav Černi" and was verified at the seminar of Yugoslav Society for Drainage and Irrigation - Section Vojvodina held in Novi Sad in April of 1978. Since than that program has been realized continuously. Each program was designed with a possibility of being modified and eventual addition within perennial implementation. A compendium of prime activities according to specific programs is given in a follow-up.
Program I - Monitoring surface water regime | Observation of the water levels | | Measurement of discharges | | Determination of the discharges on the specific section of the reservoir | | Comparison between realized and designed backwater regime |
Program II - Monitoring groundwater regime and drainage system activity | Observation of the groundwater levels at existing points | | Monitoring drainage systems' working regime | | Determination of the parameters of the groundwater quality at the chosen points | | Definition of the groundwater regime and drainage system effects |
Programs III and IIIa - Monitoring sediment regime and changes in morphology | Measurement of concentration of suspended sediment | | Complete hydrometric measurements of water and sediment | | Determination of the balance of sediment in the reservoir | | Determination of the extent of siltation of the sediment in the reservoir by recording permanent sections of the reservoir and sediment balance calculation |
Program IV - Monitoring ice regime | Observations, measurements and monitoring of condition and amount of ice in the Danube and its tributaries | | Analyses with proposal for optimal measures of monitoring occurrences of ice and directed work of HPP Djerdap I |
Program V - Monitoring water-salt regime and HPP Djerdap I backwater impact on agricultural production | Monitoring the state, conditions and changes in agricultural soil and production | | Analysis of water-salt regime of soil in the embankment area of HPP Djerdap | | Evaluation of water and salt regime by application of chosen method consisted of hydrodynamic and other calculations with a proposal for additional researches and measures against adverse effects |
Program VI - Forests in forelands | Formation of bio-ecological sections | | Measurements of hydropedological properties on bio-ecological sections | | Analysis of hydrological and meteorological conditions on bio-ecological sections | | Analysis of yield as a basis for evaluation of possibility of survival and development of forests in conditions of flooding |
Program VII - Stability of levees | Terrain identification of the state of defense line along the reservoir | | Description and analysis of condition of defense line on the basis of insight in-situ and relevant data processing |
Program VII - The quality of water in the Danube | Determination of parameters of the quality of water in the Danube on specific sections | | Definition of changes in the quality of water in the reservoir during a period between two measurements |
Program IX - Monitoring and analysis of stability of the slopes and slants | Completion of the maps of occurrences (instability and conditional stability) on the slopes of reservoirs | | Geodetic survey on chosen instable sections | | Completion of the monitoring project |
The purpose of these monitoring, measurements and analyses is to enable adequate and timely intervence as well as to provide the base for undertaking the measures against drawbacks concerning function of protection systems. Furthermore, the results gained through realization of mentioned program stand for the basis of vocational advisement regarding the influence of HPP Djerdap work on watercourses and embankment, as well as for getting the necessary water management authorization and working licence. Beside the mentioned activities within the "Program for monitoring, measurement and analysis of the Danube backwater impact on the embankment area caused by the construction and the work of HPP "Djerdap I" and HPP "Djerdap II" Institute for the Development of Water Resources "Jaroslav Černi" has always been engaged in numerous particular problems in the embankment area caused by inadvertent effects of the backwater of the Danube. |
