Institute for the development of water resources "JAROSLAV ČERNI" is a central institution for research, development, design and consultancy in the fields of hydraulic engineering and water management. Established in 1947, the Institute was named in the honor of its first director, distinguished hydraulic engineer. During more than 50 years of its activity, the Institute has grown into the largest and leading organization in water domain in Yugoslavia.

The Institute has scientific, technical and practical experience and staff capable to cover all aspects and problems relating to water use, water protection and protection against harmful water effects. Now, the Institute employs 164 associates. More than half are professional engineers, specialists in different fields. Many of them have high academic degrees.

The professional activity of the Institute involves the widest range of problems, projects, services in the entire field of water resources management, from basic and applied studies and investigations, through water master planning, feasibility and detailed designs to complex multidiscipiinary projects.

Being involved in many different and complex problems in Yugoslavia and abroad, the specialists and experts of the Institute has been obliged to keep abreast with the most advanced methods, techniques technologies of research, design and construction. At the same time, they have developed new approaches and methods. Many of these methods, experimental and in-situ measuring procedures and equipment, had found successful and wide implementation. At present, highly sophisticated models for wide range of system analysis, planning and management of water resources systems, are in every day practice.


The best references of the Institute are numerous constructed hydraulic structures in Yugoslavia and all around the world, as well as studies, projects, water master plans, developed methods and techniques.

The Institute took an active part in the design and implementation of almost all major water resources development projects in former Yugoslavia and FR Yugoslavia. Some of them are:

the Djerdap (Iron Gate) Hydropower and Navigation System on the Danube River
the Danube - Tisa - Danube Drainage Irrigation and Navigation System
the large and medium hydropower projects: Jablanica; Zvornik; Vrutok; Vinodol; Dubrovnik; Rama; Bajina Bašta; Vlasina; Globočica; Grančarevo; Grabovica; Salakovac; Uvac; Piva; Višegrad, etc.
the multi-purpose reservoirs projects: Vrutci; Gruza; Barje; Celije; Grliste, etc.
the river engineering projects: the Danube, Sava, Drava, Drina, Vardar, Morava and many other rivers
the municipal water supply systems of Belgrade, Niš, Novi Sad, Kragujevac, Kruševac, Kraljevo, Užice, Čačak, Trstenik, Aleksinac, Šabac and many other towns and region
the sewerage and waste water treatment system of Belgrade, Niš, Zrenjanin, Trstenik, etc.
the solid waste management strategy for Belgrade, Jagodina, Bjeljina, Brčko, etc.
port and harbour projects on the Adriatic coast: Bar; Lora; Split; Ploče; Hvar and on the Danube and Sava rivers: Belgrade, Novi Sad, Smederevo, etc.

Major long-term water resources management projects were also prepared by the Institute, such as:

the water master plans of the Republic of Serbia, Republic of Montenegro, provinces of Kosovo and Vojvodina, numerous catchment areas and regions
the long-term water supply plan of Serbia
assessment of water power potential of the Drina River
the project of flood control measures in the Morava River Basin
studies on water quality of the Sava and Danube and water protection in the region of the West Morava River
the water quality classification standards for the Republic of Serbia, etc.

The Institute has also significant international experience by taking part in water related projects in over twenty foreign countries in Africa, Middle East, Asia, South and Middle America and Europe. Most important participation was in Iraq (Hemren Dam, Saddam Dam, Bekhme Dam, irrigation and drainage projects), Libya (Wadi Gathara Dam, Wadi Meganin Dam, port Misurata, Port Homs, Ghot Sultan-water supply and Irrigation project), Iran (Ostour Dam, Tange -Soleyman Dam), Algeria (Ouizert Dam), Peru (Chira-Piura project, Poechos Dam).

Water Resources of Serbia Management 2001 monograph

The Institute takes an active part in the education of water resources specialists in Yugoslavia, by making close links with several universities and by organizing seminars and workshops on specific subjects. The International Course on Water Resources Engineering for Developing Countries was one of very important international activities. The course was supported by the Dutch and Yugoslav governments, as well as by UNESCO.

The Institute is located at the foothill of the Avala, about 20 km from Belgrade downtown.

 

 

The administrative body of the Institute is the Assembly consisted of 50 stockholders. The Assembly appoints an administrative board. The Administrative board appoints the manager of the Institute, which is the chief executive head.

The Institute is subdivided into following professional departments, specialized in the various fields of water resources management and hydraulic engineering:
