| The Republic of Serbia Water Resources Development Master Plan (SWRDMP) represents a basic document for the use of water resources, water protection and protection against harmful effects of water on the Republic of Serbia territory. The main stratigic aim of the Republic of Serbia Water Resources Development Master Plan is: The maintenace and development of a water regime which ensures the best and the most complete engineering, financial and ecologic solutions for an integral water management, water protection, protection against harmful effects of water, and water use.

The Water Resources Master Master Plan of Serbia should provide for the realization of the named strategic aim taking into consideration very freuqent contradictory interests of particular water resources development areas and branches opposed to demands of other users of the area. The water resources of Serbia should be managed in an integral, complex and rational way, having in mind the Serbian space natural characteristics, water resources and their users spatial and temporal distribution, as well as the interaction among water use, water protection and protection against water. Serbian water resources should be managed within an integral development, use and protection of all resources and potentials in the area of Serbia (and in the wider area). The necessity to form, in the actual development phase ( and especialy in the later ones), an integral, complex and unique water resources development system in Serbia, arises as a consequence of the natural characteristics, spatial distribution of water resources and users, various water use modes interaction, water protection and protection against water. Without such approach, the rationality and the possibility to satisfy water demand, water protection and potection against water, would be very difficult to achieve. It would be almost impossible to close a long-term water resources development balance for some regions of the Republic. Besides, the water quality preservation and improvement could not be possibly relaized nor function with an economic stability, only by undertaking the water protection ecologic measures. This could be rationally achieved only within an integral, complex and unique system of water use, water protection, and protectiion against harmful effects of water. It should also include an optimal water intake for some users, proper water use technology, recirculation, as well as rational measures in technological processes, trying to reduce, as much as possible, the possible dangerous and harmful matter emission into used water, and to reduce waste and undesirable matter, in general.

| The protection against harmful effects of water and sediment must also be within an integral system on the territory of Serbia. The safety degree increase, due to the goods to be protected value increase, conditiones, beside the appropriate structures construction, a defense which is a part of the water use and protection against water complex. This, actually, has been the case in some parts of the territory. This is why strategic aims can not be set for some water resources develompent fields or branches, but all the aims must be subdued to the above stated basic strategic aim, and represent its integral parts. This way, partial interests within water resources development as well out of it, can not be pronounced.

The Following Aims Have Been Systematized as Basic Strategic Aim Parts:
 | water regime on Serbian territory long-term maintenance and development plan, all rational and integral water use modes improvement on the basis of all water regime components improvement (spatial and temporal distribution, quantity, quality), to be realized within an integral complex and unique water use, water protection and protection against water system; |  | determination of the available water resources on the territory of the Republic of Serbia, and the integral, complex ,unique and rational water management conditions, considering the contour limitations and preventing partial interests and/or single-purpose solutions, to jeopardize these determinations; |  | water resources as a factor of an integral, complex and unique social development study, and determination of measures for a rational solution and harmonization of different interests within the water resources field, and confronting interests with other social factors, in order to promote the social development; |  | definition of water resources development and water resources development possibility to serve as an encouraging, or limiting factor within other Republic development components, in order to enable water resources development to follow the economic, social, urban and infrastructural development of Serbia; |  | integral, complex, rational and unique water resources use on the territory of Serbia in all aspects (municipal water supply, other users supply), i.e. the determination of optimal configuration and parameters for the future integral water use, development and protection systems in particular areas, and in Serbia as a whole; |  | water protection and water quality improvement up to the level of free use for the provided purposes, as well as the environment protection and improvement for the population better quality of life, all within an integral water use, water protection and protection against harmful effects of water; |  | flood, erosion, torrential flows, and other harmful effects of water control maintenace and improvement, instructing other systems (urban, economic, infrastrutural) how to direct their development to be protected against harmful effects of water, all within an integral water regime regulation and the safety level increase up o the rational level; |  | catchment protection and regulation from the water reources deveolopment systems point of view, as well as other branches of economy (especially forestry), development point of view, by protecting and revitalizing the affected systems, by antiersion forest management, aesthetic values promotion, archeologic, biologic and geologic and other natural and man-made resources and values preservation; |  | development of cooperation with neighbouring countries in the field of water in all water resources development branches (water quality protection, water quantity distribution, protection againt water and ice, etc.; |  | determination of optimal frames for water reources development master plans of water areas and catchments, individual water resources development groups and branches action plans, as well as other planning documents related to water; |  | direction of scientific research, studies, and monitoring activities, as well as engineering and construction activities in the field of water resources management, for the rational improvement of the society as a whole.

Having in mind the specificity of individual users needs, water protection needs, health risk level when using water, as well as differences when joining other social systems, the integral, complex and unique water management system of Serbia is conditionaly divided into:
